TopLine recommends 50mm to 55mm if you want 17-inch wheels. I am sure this assumes a 7-inch width.

Hey, if you already knew the answer ...
Actually, some water-cooled VW wheels are six inches wide so
maybe you can get away with a 38mm offset. (I don't know of any 17-inch diameter wheels which are only six inches wide, though.)

TopLine's test car has 205/40-17s on the front, so the answer should be
yes with the right wheels.
One thing you need to do is see if you have early or late struts on your '73. This was changed mid-year by Volkswagen. TopLine's test car is a 1302. If you have the early style struts, you're fine. If you have the later style struts, you still may be fine or you may need some additional tweaking.
It appears your wheels and their offset are it as far as your issues are concerned.
