Hard starting issues

Hi all, I'm looking for some help. I've just rebuilt my dual 40 Dellortos and cleaned up (not rebuilt) my stock fuel pump but I'm having a crappy time starting it up. What I've resorted to is dumping fuel down the carbs and lighting it up. It usually takes 2 times and then it runs fine. Once it rests overnight I have the same problem once again. It's certainly not cold where I am, maybe down into the 50's. It sure seems like it's flooding, but I'm not sure.
I've read the Dellorto book and for the most part it says look elsewhere, but does mention that perhaps it's float issues or the fuel pump. I did not replace the floats but they did look fine and I adjusted them according to the book. The floats are 16 years old though and still only 600km on them.

So, what next?
