Yes it is a type of powder coating. You can get it in a spray paint to, but i've only seen black. The powder coat is called "wrinkle finish" i know it comes in black, red, and dark blue. I'm sure theres more colors out there. If your powder coater can order the powder then he can do it. Becarful what you coat with it. Since its textured it holds dirt and grease, and can be hard to clean. Unless you can hit it with alot of water pressure, or don't mind scrubbing with a toothbrush
