If all you are looking for is "someone" to rebuild, machine
and or balance crank and rods, then Beatty Woods would
be fine since engine machine work is their specialty and they
have great experience and history. (You just need to give
them the specs you want and details of work to be done)

BUT if you need saomeone to re-assemble and "build" the
engine then maybe you should be looking to Mark Henry or
others with specific experience in VW/Porsche type IV.
Then again you could always do it yourself !
