hesitation at low RMP's

Long time no speak guys, been gone for a while. I've had interesting things happen to my ride that forced me into the garage for a bit. Anyways all those things are cleaned up, replaced, tuned and rolling. One of the items I updated was my mechanical pump to a 3 PSI electric pump. I have the pump pushing and its working well in high RPM's. However in low RPM's there is a bog and/or hesitation. I realize that the mechanical ran off the engines RMP's and so was adoptable to the RPM's. My question is, is there any adjustments I need to make to my 1915cc Dual 34 Carbs to fix the problem or do I need a pressure regulator? Please advice. The engine runs kick butt, but it annoying on the initial get up and go.
