Timesert is like a "Heli-Coil" but better. It is used to re-thread something. You know what a "case saver" insert is in a T1 motor? That is a Timesert type device. They are threaded on the outside and inside and made of high quality steel. You tap the native material to an overize thread (which matches the outside of the timesert). The kit has a spot facing tool to have the insert set just below the surface. Then install the timesert, and you have have perfect inside threads of which ever size you selected. They are used to fix broken exhaust stud holes where the threads are damaged, etc.
