That's correct. I believe Riechert is the one that originated this set-up for the Type 4 conversion. Porsche has used this on its 917 race-cars if my memory doesn't fail me.
Some feel this is a superior method of cooling. Maybe someone else can chime in on this subject?
I do know that this set-up is tougher on the v-belt and the bearings of the supporting pulleys.
