I'm not sure if the rear fender of a '71 1302 differs that greatly from a '74 1303 but here is what I experienced.

I had 16x6.5 wheels on mine. I also had TopLine rear disk brakes, so I don't know how much that altered the equation. To get the wheels (tires, actually) near the inner lip of the fender, I used 8mm (aprrox. 0.315") spacers. The offset of my wheels were 42mm (approx. 1.654").

There is some room to operate. I'm not sure how much offset I could afford such that the mounting surface would have moved the inner edge of the rim more to the inside. I had no issues with the rear fenders so I never had to experiment.

8.5-inch wide wheels may be tricky under stock fenders. I wish I could answer your question more definitely. Maybe someone else can. If you can measure how far "inside" you can go, maybe you can calculate what would work.
