The 2/3ps wheels are definitely heavier due to no less than the thickess of the connecting flanges and the stainless bolts. The problem with giving weight for combinations of rim and tyre is that as you would expect the rims all vary but so do the tyres. Obviously, a new tyre is heavier by a good amount than a worn tyre also, i have found that the side wall thickness varies considerably between makes. I have some Vredstein Ultracs that have a 3mm sidewall whereas the Goodyear GS3s have a 5mm side walls with steel reinforcement. I doubt whether you could formulate any useful comparisons with the limited range that will be presented here.
