OK it must be hard to be a car builder in Norway. In Sweden we had also a lot of stupid rules. Between 1970 to 1982 you nedded to do a crash test with your car if you wanted to do some larger modifications. You nedded to build tow cars, one for the crash test and one you could use. In practical nobody execpt for the car manufacurers (Volvo, SAAB) could afford and have the energy to build atleast two car to get cars leagaly approved for road use.
Nowdays its much better, an organisation SFRO helps the builder to approve amatour and rebuilt cars.
Try to find some manufacturer in german or england, whuíth could give you a certificate.
Try to find some legs that fits with 60mm innerdiameter as those springs are cheaper and could be deliviered in a wide range of lengts and stiffness.
