too much oil pressure

Hey guys -
Im having a problem with the new engine im building.. seems on start up the oil pressure is at 80psi and climbs with each rev.. dont worry i shut it down and pulled the motor all apart already. Im thinking its stuck oil pressure relief valves. Anyone else have any suggestions?
its an 1835 dual webber engle 110 cam
hi volume oil pump was using 20/50 oil. Remote 76 pass cooler.
All clearances are right on. Seems the oil pressure has no where to go so it just builds.
Pressure at idle is 75 and can get it to 250 when it revs. I know this isnt right..but im hoping someone might have some insight why it does this. Ive narrowed it down to the pressure relief valves being stuck in the bores i think.
Any help? Thanks!
