Oil leaking from oil filler cap

I need help, I have a type I 1200 engine that is leaking oil from the oil cap during normal use. I have changed the seal in the cap and still have the problem. Oil is also blowing into the air-cleaner from the breather tube. I have changed the oil and checked the level to be accurate. The oil looks milkly color and is foamy. I use a 10-40 high-grade Castro oil. The last time I drove the car down the highway, alot of oil came out and when I pulled to a stop the Oil light came on at idle and went off when I sped the RPM's up a little. WHAT IS THE PROBLEM HERE?????
