What to do?????

I am sure this has been brought up before and I went through the past threads, but couldn't find it. I have a 70 stadard beetle. Right now it is equipped with drums all around I will be switching out to either 944 disks or a full set of CB disks in the near future. My question is this I bolted on a set of cup 2's that are 17x7 ET55 There is no turning radius at all. They contact the control arms when turning the wheel slightly. They sit perfectly in the fender the only problem is the contact with the control arm. so do I narrow the beam and run spacers, and if so how much? or do I just space them and get wider fenders? How thick of a spacer are you guys running to get any steering radius out of your cars which ever way you are doing it? Narrowed beam Vs. Fenders? My car is really low and I would like to keep it that way, but I need to steer too!
