Yes, the crank, pulley, flywheel, and pressure plate are the dynamic part.

The engines Brothers has done for me will never go over 5k rpm (T1 ), and static is ok for that. My T4 was dynamically balanced at Jake Raby's shop, and that is where I built it . Since you're in CA already, shipping to GA would not make sense to me. Sounds like you found a place that can help you out.

I'm sorry, but getting an engine balanced I alwasys felt it would be on moving parts,moving.
The laugh is on me.
