Carb Help Needed

I live in Hudson County NJ and I'm looking for someone in my area that knows how to set up a Weber Progressive Carb. It's been on my car for 1 year and has never worked right (boggs down low and no better top end than stock) I had the carb installed by a local shop and I've taken it back to them at least 3 times. I'm at the point where I'm thinking about going stock
again.......... Help

honestly I don't know anyone who has successfully used a weber progressive.
One of my friends spent countless hours try to make one work on his, and his brothers engine. Mucho dollars spent= no further ahead.
They both ended up much happier running dual 34 ICT kits.
