PM pop-up

The function that gives a pop-up notice for new PMs has stopped working and it is no longer in the Options of the control panel.

It just worked for me and th eoption was removed a long time ago.

This way everybody get the pop up unless PM was disabled by the user.

It's working now. It just didn't work yesterday for some reason... most likely my OS.
