Which way to turn ? long sorry

I have a stock type-4 1700 in a buggy. This is my first type-4,I decided on this engine because Ive heard they make great low end torque.Well mine makes none?

This thing will start with a bumb of the key,idels smooth,no smoke,rattels,knocks,acelerates great feels like it has great power(on flat ground),but on a slope or hill it makes no power.You have to have it floored with a rolling start.From a dead stop it will just bog down and try to die.No torque?


What Ive checked.Compresion is between 105 to 120 on all 4 cylinders,valves set,switched from a 009 dizzy to a 205-n,new plugs,wires,cap,rotor and points.Dwell set at 48.Have tryed 2-progresive carbs same thing.Now has a set of 34 ICT's with vaccume ports for the 205-n.Same thing no torque.Have changed the timeing till Iam blue in the face dosent help at all.Have set the floats high and low no help.Will Idel all day on a 45 degree hill,no smoke plugs look fine but want climb a 10 degree slope.

Is there something Iam missing here? Iam lost and ready to call it quits with this engine.Can it be something internal in the engine?That can make it have no power under a load?Could it be carbs still? Please help Ill try anything at this point.Thanks Smitty
