356/912 engines made I think 90hp and were roughly a 1.6 liter also, but they had less bore and more stroke. The compression ratio was higher, 9:1, the heads flowed better, had dual carbs, more aggressive cam than a stock T1. Making 100hp in a T1 is doable but street worthiness and longevity will be quickly sacrificed to do so.
No replacement for displacement is the mantra. A reasonable CR, a good combo of getting the air in and out, shoould yield you a streetable 100hp that is reliable.
