You need a primer to bond to the POR 15 called Tie Coat primer made by POR 15. Other paints then bond to the tie coat primer.

I have a BBQ propane tank with a heater attachment, so the area around the pan stays at about 15C

All work has been done by myself. Now I just have to bolt the whole thing together

Summer 2010 is the goal.
